Project Contents
With recovery activities still underway in the wake of the Sichuan earthquake, there is urgent requirement for an emergency manual that addresses the needs of disaster-affected regions. With many years of experience in dealing with natural disasters, Japan is in a position to make a huge contribution to creation of an emergency manual for use in areas struck by the Sichuan earthquake and elsewhere in China. In this project, the Sasakawa Japan-China Friendship Fund will collaborate with the Japan-China-Asia Economic Strategy Forum, School of Public Administration, Renmin University to create an emergency manual and train disaster prevention officials from regional governments throughout China in its use.
Implementation Plan
This year, the following activities will be carried out.
- Visit of disaster prevention experts to Japan, dispatch of lecturers and information transmission (via a grant to the Japan-China-Asia Economic Strategy Forum):
The School of Public Administration Renmin University will dispatch a group of experts in disaster prevention in Sichuan Province to Japan to prepare for the national training. The experts will create a curriculum for training in China with their Japanese counterparts. Most of the relevant work will be carried out in Hyogo prefecture. The visiting party from China will be under the care of the Japan-China-Asia Economic Strategy Forum. Moreover, the forum will dispatch Japanese experts as lecturers for research within China, and, using materials collected through training to date, construct a Web site entitled ‘Japan-China Disaster Prevention/Reduction Network’, through which project results will be publicized. - Training in China (outsourced to the School of Public Administration, Renmin University):
In collaboration with partners in Japan, the School of Public Administration Renmin University will recruit 200 disaster prevention officers from regional governments around China to take part in creation of an emergency manual and training in its use. The lecturers for this training will be Japanese experts dispatched by the Japan-China-Asia Economic Strategy Forum. A model emergency manual, created using the results of the training, will be distributed to relevant departments nationwide. - Liaison with various participating organizations:
To ensure the program runs smoothly, the Sasakawa Japan-China Friendship Fund will mediate between all organizations participating in the program.
